There is a coating on DOM tubing that is used as a lubricant when the tubing is drawn. It is different than mill scale that is on other steels. Should it be removed before painting?

I just use either acetone or wax buildup remover.. Even a little sanding with a fine grit will help it adhere to the metal.. Good prep is the key to good lasting paint.. I also put at least 2 coats of primer and 3 coats of paint if it's something that won't get scratched up... Sliders I would just do paint so it can be easily touched up

I guess the coating is mill scale. Paint should stick to it fine. I usually wipe everything I paint with acetone and denatured alcohol. I am building a new tie rod.

Never mind it sanded off pretty easy. When I built my bumper the coating was almost impossible to get off, and because of its size I had it sandblasted. Didn't really want to have have a 5 foot piece of tubing sandblasted.
